To unload main highways, Moscow follows the example of Shanghai and Tokyo and starts building multilevel roads. Free roads are on the lower level while paid roads are only built on the highest levels. Navigation programs create routes taking into account not only congestion but the cost of the road as well. Money is automatically and wirelessly transferred once the car crosses the payment point (there is no need to make a stop).
