Palm "Deira" can be built on an innovative basis. Filling the Arabian Gulf with sand or stones is no longer envisaged. The basis for the island of Palma "Deira" are multi-story buildings, each of which is divided into three components. The first is an underground part, built into the bottom of the Arabian Gulf, which combines the foundation and service floors, which can store supplies of fresh water, food and industrial goods. The second part of the building - underwater - is an underwater farm that grows food products of plant origin at a constant temperature not exceeding 25 degrees Celsius and 85% air humidity. The third part - above water - unites all buildings - the foundations of the island, among themselves due to a wide flooring made of modern carbon-containing materials that are resistant to corrosion. This decking forms the basis for the sidewalks, bicycle and motorways leading to each such building. Between the foundations of the buildings, there is a good circulation of sea water, which prevents it from stagnating, and serves to preserve the natural balance in this respect.(From the Strategy "Dubai - Capital of the World" https://www.academia.edu/83616929/Strategy_Dubai_Capital_of_the_World_)
